Derek Penman is a senior international adviser on policing with a proven track record in strategic leadership, policing operations, governance and independent inspection. Experienced in delivering and reviewing major organisational change and skilled in portfolio, programme and project management. As an independent consultant, provides strategic leadership support to both private and public sectors.

He has 34 years policing experience, including 10 years as a chief officer in UK policing and holding the offices of Chief Constable, Deputy Chief Constable and Assistant Chief Constable.  In 2014 was awarded the Queens Police Medal for distinguished service. As HM Chief Inspector of Constabulary for Scotland, was the senior policing adviser to Ministers and accountable to Parliament. Responsible for developing an independent inspection regime for the national single police service, leading high-profile reviews following service failures and driving continuous improvement. Member of the Institute of Directors and a fellow of the Chartered Management Institute.
